Windows is unable to load the driver for the device that you are trying to access due to a previous instance of the driver still being installed on your PC.
To fix Windows error code 38 is very similar to resolving various other driver errors that may occur. The first step that you should take in order to resolve this error is to restart your computer. To restart your PC, do the following:
After you restart the computer, attempt to start the hardware again and see if the error returns. If there is no error message, you have resolved the problem. If the error code persists, you will need to take the next steps.
The Troubleshooting Wizard may have to walk you through doing a few different things in order to resolve your computer’s issue. Be sure to follow all of the directions, even if you don’t think that it will work. The wizard works though a series of resolutions and some later solutions may depend on other solutions provided by the wizard. Don’t skip over any of the suggested steps. After you get the problem fixed, do another restart on your computer by following the first set of directions and then try to use the device again.
